Not everyone at the RMA was satisfied with the Kaiser’s decision and during the winter of 1912/13 the construction and weapons departments contacted the armament manufacturer, Krupp, to determine if a calibre-increase for Ersatz Victoria Louise would delay the completion date past spring 1917. The answer was that there would be no hold-up if the decisions were taken before April 1913.
(K) asked specifically about the 35cm guns, as it had become known that the latest English, Japanese and Russian battlecruisers would have guns of similar calibre. It was also known that the British ‘fast battleships’ (Queen Elizabeth-class) would have 38cm (15in) guns and a speed of 24kts. The General Navy Department reckoned this speed to be unrealistic.

Nevertheless, they criticised project 9, whose 30.5cm calibre was ‘too small’, and the six torpedo tubes overkill. They believed the enlargement of the silhouette with a high freeboard was ‘militarily undesirable’ and would ‘eat displacement’, which would be better used for a calibre increase. The way forward, they believed, was a return to design A3 with eight 35cm guns.

In a memorandum of 8 March 1913 Admiral Rollmann said that the speed of the cruiser must be maintained ‘if the Großen Kreuzer is to retain the right to exist’. He believed the Kaiser would scarcely grant a reduction in armour given his position regarding type development – that is, moving towards a merged type.

Likewise a merged type was rejected, simply because there was no provision in the Fleet Law for this development.

A further meeting concerning the development of the cruiser of 1914 was convened on 3 April 1913. It was reiterated that a larger calibre gun was desirable and that, in view of the 13.5in gun being employed aboard the British battlecruisers, the 38cm SK should be considered. The replacement of 34cm with 35cm guns would require an increase of about 500–600 tonnes.
